William E. Carter

September 12, 1926 - January 20, 2022

William E. “Bill” Carter, 95, of Elgin, Il., formerly of St. Charles, Il., passed away on Thursday, January 20, 2022, surrounded by his family at Brighten Gardens of St. Charles. William was born on September 12, 1926, in Springfield, Il., the son of Earl and Minnie (nee. Wolfe) Carter. He was united in marriage to Lou Alice Soukup on November 9, 1968, in St. Charles, Il.

Bill served in the U.S. Army in Korea during WWII. He was a former member of the St. Charles American Legion and VFW Posts. Bill was a loving and devoted husband and father.

William is survived by his loving wife, Lou A. Carter; his seven children, Robert Carter, Marybeth Carter, Susan Carter, Scott (Beth) Soukup, Ryan (Julie) Soukup, and Julie Soukup; eleven grandchildren; and fifteen great grandchildren.

He was preceded in death by his parents; and his son, Jed Soukup.

A memorial visitation will be held from 10:00 A.M. until 12:00 P.M. on Sunday, January 23, 2022, at Moss-Norris Funeral Home, 100 S. Third Street, St. Charles, IL. 60174. Interment will be held privately.
